I. NAME
Mid-Virginia Radio
Control(MVRC)
II. PURPOSE
To promote building and
flying of radio control model aircraft in the Mid-Virginia area. To support the
academy of Model Aeronautics and the hobby, through community involvement.
III. MEMBERSHIP
MEMBER - Anyone of any
age who supports the purpose of the club.
a.
Must be member of AMA at joining.
b.
New members must attend club meeting when being voted into club. Exceptions
granted by the President.
HONORARY MEMBERSHIP -
Anyone is eligible to be granted this status. A 2/3 majority vote of the members
present at a monthly meeting is required for election. Voted member to receive
newsletter, no annual dues required, with flying privileges provided
they are AMA members.
IV. BYLAW CHANGES
Any changes to the
by-laws are to be "proposed and discussed" at a regular meeting. ALL
MEMBERS shall be notified of proposed changes. Those unable to attend
"decision" meeting will notify the MEMBER-AT-LARGE to represent them
for voting purposes. The next meeting after notification, proposed change(s)
will be voted on. (A 2/3 of majority present is required to pass).
V. OFFICERS
Elected Officials consist
of President; Vice-President, Corresponding secretary/Treasurer, Recording
Secretary/Newsletter Editor, and Member-at-Large.
1.
President - Elected for one year, serves as presiding officer at meetings, Board
of Director meetings, and represents the club at social events as required. If
not reelected, the out going president shall automatically be the following
year's Vice-president.
2.
Vice-President - Shall assist the President in performance of duties as
requested. In the absence of the President, is in charge of regular and Board of
Directors meetings. Is to develop and coordinate programs for increasing
interest in RC modeling and serve as chairman of contest committee.
3.
Secretary/Treasurer - Shall maintain accurate records of club meetings. Is
responsible for all communications to and from the club as directed by
membership or Board of Directors, custodian of all records (passing them to
successor), maintain official club membership, and AMA rosters. Shall be
responsible for collection and disbursement of all moneys per direction of the
membership and/or Board of Directors. Shall maintain club accounts, ensure that
monies received are deposited and bills promptly paid. Is responsible for
issuing "membership cards" and "new member package" to each
new member.
4- Recording Newsletter Editor - Shall publish notice(s) of special
events, information regarding safety matters, club business, and other
information requested by the membership or Board of Directors. Shall provide
update of club rooster at least 3 times per year (separate mailing or in
newsletter).
5.
Member-at-Large - Shall act as an ombudsman (trouble shooter) for the MVRC club
membership and serve as field Marshall and represent absent members during
decision voting for proposed changes in MVRC Club Bylaw changes.
VI. BOARD OF DIRECTORS
1-
Elected officials of the club which constitute the Board of Directors.
Group Charged with conducting routine business. Board meetings to discuss club
business must have at least 3 of 5 elected officers present.
2-
Shall manage the day to day affairs and are empowered to act in the name of the
club in cases of emergency action(s) between meetings.
3-
May delegate responsibilities (as need arises) to other club member or group of
members depending upon tasks and expertise required.
4-
Board is charged with developing rules and programs designed to promote greater
acceptance of the hobby and general enjoyment of flying RC model aircraft.
VII. ELECTION/REMOVAL OF CLUB OFFICERS
1- Term of office is one
year beginning 1 January.
2- Officer may petition
club to be replaced at any time. The Board of Directors shall appoint a
replacement to serve the remaining term.
3- Election procedures:
a.
Nomination to be made at the September meeting.
b.
Nominees will be published in October newsletter.
c.
Ballots will be cast at November meeting. Member who can not attend, will submit
written ballot to member-at-large who will represent member.
4- Removal of Officer(s)
for non-performance of duties shall be accomplished at a regular meeting. Senior
officer present shall preside. A 2/3 majority vote of the membership present at
the meeting is required to remove an officer.
VIII. REVOCATION OF MEMBERSHIP
1- Grounds for
revocation:
a.
Non-payment of MVRC dues.
b. Non-current AMA membership.
c.
Repeated acts of unsportsmen like conduct.
d.
Repeated violations of Field and Safety Rules.
2- Procedures for
revocation:
a.
Automatic for "Grounds a. and/or b." (above).
b.
Requires 2/3 majority vote of membership present at a regular meeting for
"Grounds c. or
d"'(above).
IX. CLUB ASSETS -
MVRC is a non-profit
organization and does not issue stock or apportion assets to any member. In the
event the club ceases to function and a decision of liquidation is made (requires 2/3 majority of membership
agreement), all monies will be distributed equally to members. Material assets
will be sold based upon a value established by the committee headed by the
member-at-large (members in good standing have first choice to purchase assets).
X. ANNUAL
OPERATING BUDGET-
1-. A forecast yearly
operating budget will be prepared by each club element authorized to spend or
collect funds.
2-. Forecasts will be
presented by the treasurer at the March meeting as received as follows:
a.
Newsletter editor
b.
Contest committees
c.
Club assets maintenance report (member-at-large)
XI. MEETINGS -
1- The MVRC shall meet at
least once per month Time and place to be designated by the Board of Directors
in agreement with general membership.
2- A minimum of 2
officers and 10 (or more) members in good standing shall constitute a Quorum to
transact business.
3- Order of Business will
be as follows:
a-
Call to order
b -
Introduction of new members and/or guests.
c -
Reading of Minutes of previous meeting.
d -
Treasures report.
e -
communications (to or from club(s))
f-
Old business.
g -
New business.
h-
Adjournment

ARBITRATION PROCEDURES MID-VIRGINIA RADIO CONTROL CLUB
OBJECTIVE
To provide a means of
resolving disputes between MVRC members.
SCOPE
These
arbitration Rules/guidelines apply to disputes between MVRC members resulting
from violations of club safety rules written or common practice, damage to
property or persons resulting from the operation of radio control models, or
conduct unbecoming to members.
While
it is recognized that the results of any arbitration proceeding are not binding
by law, compliance with Arbitration Committee recommendations is mandatory in
order for a member to remain in good standing and an active club member.
GENERAL
It
is recognized that the operation of radio control models has some inherent
risks. Risks such as radio failure, mid-air contact, structural failures.
disorientation, etc., are accepted consequences of the hobby. Club safety rules,
Written or common practice, are to be followed at all times.
The
conduct of club members while utilizing the club field or attending club meeting
and Activities should reflect a high degree of camaraderie. civil behavior. and
respect for the diversity rights and well being of other members.
ARBITRATION PROCEDURES
Arbitration Committee -
The Arbitration Committee shall consist of three people.
1.
The President or Vice-President of MVRC.
2.
One member of MVRC in good standing selected by the plaintiff.
3.
One other member of MVRC in good standing selected by the other plaintiff
/ defendant
Step 1
- A plaintiff requests a hearing by the Arbitration Committee. This request
shall be in writing and shall be delivered the President or Vice-President of
MVRC.
Step 3
- The President or Vice-President notifies the parties (plaintiffs/defendants)
of the request to arbitrate and requests the names of their candidates to serve
on the Arbitration Committee and the names of any witnesses to offer testimony.
Step 4
- After all Arbitration Committee members are confirmed the President or
Vice-President sets a date and time for the arbitration hearing.
Step 5
- Arbitration Hearing
A.
The President or Vice-President calls the meeting to order, reviews the request
to arbitrate, identifies the plaintiff/defendants and witnesses, reviews the
steps of the process, and responds to any process questions.
B,
The plaintiff (person requesting the arbitration) is granted ten minutes to
explains their position. During this time only the Arbitration Committee can ask
questions or communicate with the plaintiff. The Arbitration Committee may
extend this ten minute time limit if deemed justified.
C.
The second plaintiff/defendant is granted ten minute to explains their position
and/or respond to the allegations. During this time only the Arbitration
Committee can ask questions or communicate with the plaintiff. The Arbitration
Committee may: extend this ten minute time limit if deemed justified.
D.
After steps 5.B and 5.C, each plaintiff/defendant will be granted five minutes
to make a closing statement. During this time only the Arbitration Committee can
ask questions or communicate with the plaintiff. Arbitration Committee may
extend this five minute time limit if deemed justified.
Witnesses - During steps
5.B and 5.C., the plaintiffs/defendants each may call one witness to offer
testimony. During testimony ,
Arbitration Committee and the plaintiff/defendant that called the witness
can ask questions or communicate with the witness.
Steps 6
- Arbitration Committee Ruling
After completion of steps
5.A through 5.D, the Arbitration Committee shall meet in private to develop
their recommendation. The recommendation shall result from agreement of at least
two of the arbitration Committee
members.
The Arbitration Committee
should then present their findings and recommendation to the
plaintiffs/defendants.
The results of any
Arbitration Committee recommendation shall be announced at the next regularly
scheduled club meeting and shall be entered into the minutes of the meeting.
GUIDELINES
The recommendations developed by the Arbitration
Committee shall be intended to reduce the impact of
loss and damage to the parties of the arbitration. In developing
recommendations the Arbitration Committee shall consider: was there gross
negligence on the part of the plaintiff(s)/defendant(s) in cases of property
damage, will the recommendation place undue hardship on a plaintiff(s)/defendant(s)
did the plaintiff(s)/defendant(s) make a reasonable attempt to resolve the issue
is the situation the result of normal risks associated with the hobby could the
situation have been avoided by reasonable actions of either party is there a
clear and unquestionable determination of who is at fault

FIELD AND SAFETY RULE
Only Narrow Band transmitters and receivers
are allowed for operation of remote controlled aircraft at the field.
The flight line is the
designed area ,along the length of the runway, and is away from the pit/parking
for operation of radio controlled aircraft by pilots, instructors, students,
assistants or other authorized personnel.
Operation of aircraft
shall be in front of the flight line. The flight line extends the full
length of the runway and extending from the ends of "active runway".
Flying is prohibited behind the flight line, over the taxiways or pit/parking
area, or over public roadways.
Pit/Parking line area is
designated for aircraft, equipment, member/guest parking and limited access
during open flying and sanctioned events. Taxing, launching aircraft, or
hovering of aircraft is prohibited in the pit/parking area. Members should
advise guests, visitors and spectators (if necessary) of safety rules.
The taxiway is the
designated path(s) from the pit/parking area to the flight line. they are to be
used for access to the flight line and returning to the pit/parking area for
aircraft Take-off or landing from the taxiway is prohibited.
The helicopter flight Pad
is a designed area at the far south end beyond the last taxiway and adjacent to
the pit area.
The frequency control board
is to be used by all members and guests. The specific frequency pin must be
removed and a current AMA card placed in the respective slot. The frequency pin
must be selected before use of the transmitter and clipped to the transmitter
during operation. The pin should be returned when not in use. It is suggested
that pilots make an inquiry to the number of pilots "using the same
frequency" during the day.
Only members "in good standing"
shall be allowed use of the fields. Pilots must maintain both AMA and MVRC paid
membership. Anyone not a member or guest, may be asked to leave. You should be
willing to display your MVRC membership card if requested. A guest(s) may fly a
maximum of 3 times before MVRC membership is required. Exceptions may be
authorized by Board of Directors.
No alcoholic beverages of
any kind shall be brought to or consumed at the field. Violations may result in
loss of MVRC membership.
Any accident involving
personal injury or property damage shall be reported to a Club Officer (and if
required) to AMA Headquarters.
Club Safety Rules. written or common practice.
are to be followed at all times. MVRC members are responsible for maintaining
safe flying conditions while at the field and instructors are responsible for
students during instruction. The
